Jeremy Bylund
Partner, Litigation
Jeremy Bylund is a partner in Willkie’s Litigation Department, where he is Chair of the Regulatory Litigation Practice Group and a member of the Firm’s Appeals & Strategic Motions Practice Group. He is based in the Firm’s Washington, DC office.
Jeremy is an experienced litigator and former executive official at the U.S. Department of Justice who focuses his practice on high-stakes litigation, regulatory litigation, appeals, and legal strategy. He regularly represents clients in investigations, adjudications, and litigation involving DOJ, EPA, HHS, FDA, and other federal agencies. Jeremy provides holistic legal strategy in addressing regulatory issues for clients including informal advocacy, comments on rulemakings, administrative challenges, administrative appeals, and challenges to agency action in the courts.
Jeremy also has an active appellate practice, having successfully represented clients before the U.S. Supreme Court, federal courts of appeals, state supreme courts, and state appellate courts. Jeremy has first-chaired more than sixty appellate wins and has argued in Federal Courts of Appeals across the country.
Jeremy previously served at DOJ, where he most recently held the role of Deputy Associate Attorney General, with oversight over the Environment & Natural Resources Division and the Civil Division as a member of the executive leadership of the Department.
Jeremy was recognized by the 2026 Lawdragon 500 Leading Litigators in America guide for his work in Litigation, Regulatory, Investigations, and Appellate.
Experience
Prior to joining Willkie, Jeremy was a partner at another international law firm.
Before that, Jeremy served at DOJ, where he most recently held the role of Deputy Associate Attorney General. He oversaw several litigating divisions, including the Environment & Natural Resources Division, the Civil Division, the Tax Division, and the U.S. Trustee. He worked closely with the U.S. Department of Health and Human Services, including the Food and Drug Administration, and the Environmental Protection Agency in managing their litigation portfolios.
Prior to assuming a DOJ leadership role, Jeremy served as an appellate attorney at DOJ where he litigated appeals in nearly all of the federal appellate courts.
Earlier in his career, Jeremy served as a judicial clerk for The Honorable Edith H. Jones, U.S. Court of Appeals for the Fifth Circuit. Before his legal career, Jeremy served in the U.S. Army.

- Worked with the United States Department of Justice to obtain a dismissal of a False Claims Act qui tam that was being litigated by a relator after DOJ declined to intervene. The dismissal was with prejudice to the relator after it came to light that relator had violated the court-ordered sealing of the complaint and engaged in other misconduct.
- Argued and won an appeal in the United States Court of Appeals for the Second Circuit for a tech company accused of trademark infringement.
- Won an appeal in the United States Court of Appeals for the Second Circuit on behalf of the Federal Reserve Banks in a trademark dispute.*
- Argued and won an appeal in the United States Court of Appeals for the Second Circuit regarding the Hague Convention.*
- Argued and won an appeal in the United States Court of Appeals for the Seventh Circuit for a large retailer in an employment dispute.*
- Successfully represented the world’s largest shipping line in an NLRB hearing.*
- Defended a marine terminal operator in multiple cases before the United States Federal Maritime Commission.*
- Successfully moved the Western District of Texas to dismiss a False Claims Act qui tam against a medical device company, and then successfully defended the dismissal on appeal before the United States Court of Appeals for the Fifth Circuit.*
- Obtained a civil settlement with the United States Department of Justice resolving criminal allegations against a home healthcare company under the False Claims Act.*
- Co-authored successful merits briefs before the United States Supreme Court in Burrage v. United States, 134 S. Ct. 881.*
