Eddie Lowry is a partner in Willkie’s Real Estate Department and a member of the Data Centers & Digital Infrastructure practice. He is based in the Firm’s Dallas office.
With more than 28 years of experience in infrastructure and energy transactions, Eddie represents developers, operators, and investors on the full lifecycle of data centers and data energy projects, including development, operations, energy procurement, tax incentives, construction, acquisition, disposition, finance, land use, and leasing.
On the development side, Eddie handles land assemblage, permitting, entitlements, and governmental approvals, as well as site development and sale-leaseback transactions. He advises on colocation and hyperscale arrangements, and on asset acquisitions and divestitures at both the individual and portfolio level. His operational experience encompasses leasing, subleasing, colocation, service level maintenance agreements, data privacy policies, user agreements, energy and power agreements, water allocation, fiber and telecommunications issues, and management-related matters.
Eddie represents clients in negotiations with energy companies, including independent power producers, natural gas providers, utilities, and solar and wind companies. He also represents energy company clients supplying power to large-scale users such as data centers, AI operations, and crypto mining facilities, including in connection with tax credits and project development.
In addition, Eddie advises on logistics, warehouse, and industrial development projects, with experience in zoning, public and private finance, land development, appurtenant rights, municipal law, utility law, and construction. He also counsels clients in the railroad industry on rail agreements, land use control, and acquisition and development of real property related to railroad infrastructure.
