Dr. Richard W. Roeder leads Willkie’s German Global Trade & Investment, Investigations & Enforcement, and White-Collar Defense practices and is a member of the firm’s Environmental, Social & Governance practice group.

He advises multinational corporations, German and other European companies with global operations, private equity sponsors and financial institutions on their most sensitive cross-border matters, at the intersection of sanctions, export controls and anti-money laundering, supply chains and ESG, and anti-bribery and corruption.

Richard is widely recognized as a go-to practitioner in foreign trade compliance, with a particular focus on navigating conflicts among sanctions, export controls, national security and defense-related rules as well as broader supply chain regulations across the U.S., the UK, the EU, Russia, and China. He draws on extensive experience with relevant authorities and enforcement bodies to secure licenses and to guide remediation.

He has been recommended as a leading practitioner in foreign trade law by Chambers, The Legal 500, Newsweek, and the Lexology Index.

His recent work reflects the issues that matter most to global operators, including rapidly implementing proactive, durable solutions for constantly evolving sanctions and re export controls in light of geopolitical tensions while being mindful of requirements of local law such as Russian and PRC (counter-)sanctions, each time embedding his Compliance Officer training into clear, actionable guidance for his clients. 

A prolific author and speaker, Richard co-authored the Bloomberg Law treatise U.S., EU, and UN Sanctions: Navigating the Divide for International Business and has published widely, including in the German Corporate Compliance Law Journal (CCZ) and on Trade-, AML-, ABC- and ESG-compliance considerations in the context of transactions. 

Before pursuing his legal career, he was a scholarship holder of what is now known as the Mercator Fellowship on International Affairs and worked for the Federal Ministry of Economics in Berlin; the German Foreign Service in Caracas, Venezuela; the European Union in Damascus, Syria; and the United Nations Development Program in Geneva, Switzerland. 

Prior to joining Willkie, Richard worked in renowned international law firms, including in Moscow, Russia, and Washington, D.C., USA.
