Stephanie Miner is an associate in Willkie’s Litigation Department. Stephanie represents companies and individuals in complex commercial litigation at the trial and appellate level in state and federal courts, as well as government investigations and enforcement actions before the Department of Justice (“DOJ”), the Securities and Exchange Commission (“SEC”), the Commodity Futures Trading Commission (“CFTC”), and other regulatory agencies. Her practice primarily focuses on representing companies and individuals in high-stakes matters involving financial fraud.
Stephanie maintains an active pro bono practice focused on representing indigent individuals with appellate and post-conviction relief. Through post-conviction proceedings that spanned six years, Stephanie recently secured the release of a DC man who, as an adolescent, was sentenced as an adult to serve more than 50 years in prison in both DC and MD. Stephanie has also spearheaded Willkie’s partnership with the Appellate Division of the Maryland Public Defender’s Office through which associates represent indigent defendants in their direct criminal appeals. As part of that partnership, Stephanie has handled appeals and oral argument before the Appellate Court of Maryland. She has also represented indigent clients in various post-conviction proceedings including clemency petitions, parole hearings, and motions for reconsideration of sentence. Stephanie also completed an externship at the Washington Lawyers’ Committee for Civil Rights and Urban Affairs where she focused on systemic civil rights violations and litigation aimed to reform police departments and prison systems.

Stephanie has recently advised on the following significant matters:
- Represented a global asset management company involved in a year-long fraud trial in London in a successful Section 1782 application for discovery.
- Represented a global food agricultural company in a fraudulent transfers lawsuit involving a swap counterparty.
- Represented a private equity firm in an SEC investigation relating to its block trading strategy and alleged insider trading which was closed without action.
- Represented a hedge fund in an $8 billion short-selling lawsuit alleging conspiracy to drive down a company’s stock price and was part of the appellate team that secured its dismissal from the case after multiple rounds of appeals, including before the New Jersey Supreme Court.
- Represented William Browder, the leading global advocate for the Magnitsky Act, and the Magnitsky Justice Foundation in response to a defamation lawsuit filed by a Russian lobbyist and was part of the team that secured a dismissal of the complaint after six years of litigation and multiple rounds of appeals, including certification to the D.C. Court of Appeals.
- Represented Aon Hewitt Investment Consulting, Inc. in a $12.6 million ERISA lawsuit and was part of the trial team that secured a complete defense victory for Aon.
- Represented an energy and commodity trading company in a Federal Energy Regulatory Commission enforcement action alleging the company and its employee manipulated the California Independent System Operator’s (“CAISO”) power market.
- Represented a global bank in a CFTC investigation involving alleged disclosure of MNPI and failure to supervise which was closed without action.
- Represented individuals subject to DOJ target letters and/or indictments including an individual indicted federally for conspiracy to commit cyberstalking and successfully negotiated a sentence without incarceration.
- Represented major multinational companies in cross-border internal and government-facing investigations, involving allegations of corruption and foreign bribery.
Stephanie also maintains an active pro bono practice including the following significant matters:
- Represented incarcerated individual in post-conviction efforts that spanned six years and resulted in release from DC and MD custody. Representation included successfully advocating on client’s behalf at parole hearing before United States Parole Commission, securing release from Maryland custody after a successful motion for reconsideration of sentence, and arguing a novel Incarceration Reduction Amendment Act (“IRAA”) motion in D.C. Superior Court, which resulted in client’s decades-long parole term being converted to five-years supervised probation.
- Represented LGBTQ+ client beaten by Macedonian police officers due to his sexual orientation in affirmative political asylum application and successfully advocated on his behalf at the asylum hearing.
- Represented indigent individuals in criminal appeals to the Appellate Court of Maryland and presented oral argument.
- Secured resentencing relief for individuals under the Incarceration Reduction Amendment Act.
- Conducted investigations into alleged abuse and conditions at various correctional facilites.*
- Represented individual beaten by law enforcement officers after experiencing a mental health crisis and deposed multiple law enforcement officers, including a former detention center warden.*
- Represented individuals convicted of non-violent drug offenses in their applications for clemency under the Clemency Project 2014.
- Represented victim of sexual harassment and assault by her former supervisor in civil rights employment discrimination lawsuit against her former employer and supervisor filed in federal district court and successfully defended against defendants’ motion to dismiss.
