Jay G. Martin is counsel in the Litigation Department and the Compliance, Investigations & Enforcement Practice Group. Formerly the Associate General Counsel and Chief Compliance Officer (CCO) at global oilfield services providers Baker Hughes and Baker Hughes, a GE company, Jay has over four decades of experience and is regarded as a leading voice on compliance and enforcement matters.

Jay has significant experience handling a wide variety of domestic and international energy transactions involving compliance and regulatory matters for natural gas, exploration and producing companies, oil field service companies, marketers and pipelines. Jay's practice has involved such diverse matters as participating in generic federal and state restructuring proceedings in the natural gas and electric industries, drafting domestic and international oil and gas agreements, working on mergers and acquisitions, asset acquisitions and divestitures. Jay also regularly handled matters for clients arising under the Foreign Corrupt Practices Act (FCPA) and the US Economic Sanctions Laws. 

Jay has been selected four times by Euromoney Magazine as one of the “World's Outstanding Energy Attorneys,” was recognized by Ethisphere Institute as one of the top 100 most influential people in the world in the field of business ethics, and has been honored as an outstanding Associate General Counsel in Houston by the Houston Business Journal, and in Texas by the Texas General Counsel Forum’s Magna Stella Award.

Prior Experience

Prior to joining Willkie in 2019, Jay served for 15 years as the CCO at Baker Hughes, where he was responsible for leading and directing the company’s comprehensive global compliance program, which included identifying and abating policy compliance and legal and regulatory risks. Prior to joining Baker Hughes, Jay was a partner at various law firms including Winstead Sechrest & Minick, Phelps Dunbar, and Andrews Kurth, and was Assistant General Counsel of Mobil Oil Corporation’s Worldwide Exploration and Production Division in Fairfax, Virginia. Jay also served as General Counsel of Mobil Natural Gas, Inc. in Houston, Texas.

Selected Professional and Business Activities

Jay is a frequent speaker on compliance topics at national industry conferences. He has been a featured speaker at more than 90 industry and legal seminars and has also written 78 articles on various regulatory and compliance subjects.

Jay is a Life Fellow of the Texas Bar Foundation and a past Trustee for the Rocky Mountain Mineral Law Foundation. He is also a member of the American Bar Association, Federal Energy Bar Association and Houston Bar Association.
