William Baxley
Associate, Litigation
Will Baxley, an associate in Willkie's Litigation Department, has a wide range of experience from representing clients facing government investigations & enforcement actions, to financial regulatory advice, to criminal defense and complex civil litigation. Will has worked on government investigations opposite the DOJ, state law enforcement agencies, and several U.S. financial regulators including the SEC, CFTC, CFPB, Federal Reserve Board, and the OCC. He supports clients facing government investigations relating to complex financial regulations, export controls, and the Foreign Corrupt Practices Act (FCPA). He has also served clients on complex civil matters including federal securities litigation and high stakes corporate insurance coverage disputes.
Prior to joining Willkie, Will worked at a major regional firm focusing on banking litigation and investigations. He clerked both in the U.S. District Court for the Eastern District of Virginia Alexandria Division and in the U.S. District Court for the District of Columbia. His clerkship experience included sitting-by-designation in the U.S. Court of Appeals for the Fourth Circuit, as well as managing the large federal criminal docket in D.C. related to the events on January 6, 2021. Will also did two internships at the CFTC while in law school.
Will maintains an active pro bono practice that includes constitutional litigation. He served as co-counsel with the D.C. Federal Public Defenders on a felony gun case and won a Fourth Amendment challenge after cross-examining a government witness in federal court--resulting in a full dismissal of the charges against his client.
