The Washington, DC partner and former Chairman of the Federal Energy Regulatory Commission will work with Duke faculty and staff on projects focusing on the evolution of electric utilities, including consideration of changing business models, regulatory structures, and technologies.

Partner Norman Bay was recently appointed to a three-year term as a non-resident senior fellow at The Duke University Energy Initiative and Nicholas Institute for Environmental Policy Solutions.

A partner in the Washington office, Mr. Bay serves as head of the Energy Regulatory and Enforcement Group. He advises clients on a range of energy market regulation issues, including those relating to policy, rates, terms, and conditions of service, and mergers and acquisitions. He also focuses on enforcement and compliance and infrastructure development in the energy sector. Until early 2017, Mr. Bay was Chairman of the Federal Energy Regulatory Commission, having led the independent federal agency in its jurisdiction over the U.S. wholesale natural gas and electricity markets, as well as interstate natural gas and oil pipelines.

As a non-resident senior fellow at Duke, Mr. Bay will serve as an informal advisor on the work and interests of both the Nicholas Institute and the Energy Initiative. He will work with Duke faculty and staff on a range of projects, focusing on the evolution of electric utilities, including consideration of changing business models, regulatory structures, and technologies.
