Firm assists project company SRIA on 30-year deal with a consortium to build and maintain 16 buildings owned by the University of Bordeaux.

Willkie client SRIA, a project company mainly held by the University of Bordeaux, and the Aquitaine Region and Caisse des Dépôts & Consignations, entered a 30-year contract with a consortium to build and maintain 16 buildings owned by the University of Bordeaux.  The consortium is represented by DV Construction and comprises Quille Construction, Exprimm, Debarre Duplantier Associés, AUA Paul Chemetov and Franck Boutte Consultants.   This first phase of “Operation Campus-University of Bordeaux” involves 90,000 square-meters of space to be renovated at a cost of €145 million by June 2015.

Innovative financing for the project, based on a “public public partnership,” involves the French State, the University of Bordeaux, and the Aquitaine Region and Caisse des Dépôts & Consignations, with the support of the Communauté Urbaine de Bordeaux (Bordeaux Metropolitan Area).  SRIA will manage the overall project.

Willkie advised SRIA on all legal aspects of the project, including the competitive dialogue process, the drafting and negotiation of the contract, the lease agreements and the financing documentation.  The team comprised partner Thierry Laloum and associates Iris Géniès and Emilie Patoux (public law) and European counsel Driss Bererhi and associate Farah El-Bsat (finance).
