Former EPA General Counsel Robert E. Fabricant joins the Environmental Department as special counsel in New York.

On March 22, the firm announced that former EPA General Counsel Robert E. Fabricant joined the Environmental Department as special counsel in New York, where he will focus his practice on environmental law, real estate and litigation matters nationally and in New York and New Jersey. Appointed by President Bush and confirmed by the U.S. Senate, Mr. Fabricant recently served more than two years, in Washington, D.C., as General Counsel to the United States Environmental Protection Agency. Providing counsel to Administrator Christine Todd Whitman, Mr. Fabricant was EPA’s chief legal officer and was responsible for the full-range of EPA’s litigation, rulemaking, settlement negotiations, and the issuance of legal guidance. Prior to serving as General Counsel at EPA, Mr. Fabricant was Chief Counsel to New Jersey Governor Christine Todd Whitman and also served as Deputy Chief Counsel and Assistant Counsel for environmental issues at the Office of the Governor. Mr. Fabricant joins Washington environmental partner E. Donald Elliott, who served as General Counsel to the United States Environmental Protection Agency in the first Bush Administration under EPA Administrator William Reilly from 1989 to 1991.
