Paris partner Sven-Erik Heun is the editor and a co-author of a new, comprehensive handbook on German telecommunications law. Handbook Telecommunications Law offers practical guidelines and solutions for providers and purchasers of telecommunications services as well as lawyers. The handbook covers the nuts-and-bolts legal aspects of the current state of telecommunications law in Germany. It features chapters entitled Telecommunications Services, License Requirements, Granting of Licenses; Frequency Administration; Rates and Market Regulation; Open Network Access and Interconnection; Law of Contract Governing Telecommunications Services; Customer Protection; Rights of Way, Rights of Use and Infrastructure Agreements; Approval of Transmitting and Telecommunications Terminal Equipment; Functions and Procedures of the Regulatory Authority; and Telecommunications Secrecy, Data Protection, Security. In addition to editing the handbook, Mr. Heun also authored the chapter on Rights of Way, Rights of Use and Infrastructure Agreements and co-authored the chapter on Open Network Access and Interconnection. Mr. Heun points out that although the 1996 Telecommunications Act (TKG) resolved many hindrances to the German telecom market, it raised a new class of legal questions. The book, offering legal precedents wherever possible, provides practical advice for doing business under this dynamic environment. Mr. Heun, who resides in Willkie’s Frankfurt office, heads a team of specialized lawyers focusing on the regulatory as well as commercial aspects of telecommunications, the Internet, and e-commerce law.
