Michael H. Hammer is a partner and Chair of the Telecommunications Department of Willkie Farr & Gallagher LLP in Washington, D.C. Mr. Hammer counsels and participates in legislative and administrative agency representation of cable television operators and video programmers, and provides government relations services to a broad range of communications clients. He also regularly negotiates and drafts commercial contracts for on-air talent, advertising, and content acquisition. Mr. Hammer has extensive experience in all aspects of the cable television and video programming industries. He has been sought to secure regulatory approval for large media mergers and has developed an expertise in regulatory issues relating to new technology, the Internet, and satellite business transactions. Mr. Hammer recently represented AT&T before the FCC to win regulatory approval of its merger with Comcast Corp. and defended it against an FCC complaint by a broadcaster seeking carriage of its digital service on AT&T cable systems. He also recently represented Comcast Corp. with respect to FCC issues in its bid to acquire Disney, and provided YES Network with various contracts for content, advertising, and distribution. Mr. Hammer co-authored articles entitled “The Regulatory Scheme for Teletext and Videotex” and “Direct Broadcast Satellites: Regulatory Alternatives to Hybrid Treatment,” both of which appeared in the Federal Communications Law Journal. Prior to joining Willkie in 1992, Mr. Hammer served in the National Telecommunications and Information Administration of the Department of Commerce. He also served for over ten years as Communications Counsel in Washington to Time Inc. and Time Warner Inc.Education
