James L. Casserly is senior counsel in the Communications, Media & Privacy Department, with significant experience in communications policymaking and transactions involving video programming and distribution, broadband Internet, and new technologies and has produced outcome-changing advocacy at the FCC, in the courts, and in the Congress.
Chambers USA (2016) ranks Jim in Band 1 for leading individuals practicing in the area of Telecom, Broadcast & Satellite in Washington, D.C. He is also recognized as one of Washingtonian magazine’s “Top Lawyers: Communications” (2013-2014).
Prior to joining Willkie, Jim was a partner at Mintz Levin Cohn Ferris Glovsky and Popeo, P.C., and at Squire, Sanders, and Dempsey.
Jim also served as law clerk to the Hon. Marion T. Bennett of the United States Court of Claims, Appellate Division (now the U.S. Court of Appeals for the Federal Circuit) and, before that to the trial judges of the United States Court of Claims (now the U.S. Court of Federal Claims).
Jim is a member of the Federal Communications Bar Association, where he has been a Co-Chair of the Annual Seminar Committee (2004-2005), the Law Journal Committee (2000-2004) and the Committee on Legislation (1984-87).
